HOW CAN WE CONTINUE TO PAY?

"Nobody likes paying more council tax but this year town halls are making enormous efforts to keep bills down. It is a testament to the determination of councils that the average rise is likely to be close to the rate of inflation."
We here the above soundbite every single year, yet nothing ever changes. It's as though we should we grateful it's only a 4% increase when everything else increases yet my wages don't! We will never see a decrease in council tax while council tax actually exists. How can we continue with these ever increasing rises in services?
