That's easy...

...the Smart Card will be the National ID card...or you'll need an ID card to renew your smart card to get your supplies. Remember when people were saying 'oh he can't ban smoking/drinking/driving etc. Where would he get the lost tax money?' It's not so hard to work out now is it?
