Massa/Bourdais

I just FIA could stoop so low as to find Bourdais guilty of running into Massa when it was blatanty obvious that it was the other way round so why did they do this? Well giving Massa an extra unearned point comes to mind, but getting at Lewis through another driver is just down right underhand.
