£70 fines for using the wrong dustbin

Council tax payers should be paid £70 when the collectors, in their haste to finish their shift and get on with their second jobs, leave rubbish of all kinds on the roads and pavements....where I live it’s a regular occurrence!

In Germany I've seen dustman sweep up after bin collections...there’re not burdened with second jobs and they take a pride in they do!
