another job creation scheme by our dictators,just like HIPS,dont they realise the public sector can no longer afford to pay there bills ,let alone pay for an army of snitches praying on the vunerable like little old ladys who accidently drop there bus p**** or the driver who parks a little over the line in car parks.the truth is that the crimminals are not going to pay just like they are not going to pay there rent or outstanding fines so instead of collecting fines they devise more and more ways to attack the honest people of this country.we have to face the facts that the government and local authorities have dug themselves in to a very deep hole of debt ,our resources can not sustain this amount of people in the country ,our prisons are full,our hospitals ,the schools the doctors ,dentist and to top it all the amount we pay in taxes to house and feed all these immigrants it wont be long before alot of the lower paid will be better off on benefits.
