Council Tax?

The council tax is based on two adults sharing a property (as stated in the pa pack which comes with each new demand) therefore as a single person who only produces enough rubbish to fill a bin once a month (if that sometimes),why am i only allocated only a 25% reduction for being a single occupier?????

Surely if this was a fair system i and millions like me would be entitled to a 50% or 75 %reduction,also as i do not produce a quarter of the waste,or use more than quarter of the facilieties others use why is my council tax bill not adjusted for this?????

Yet again those who do pay (although i definately cannot afford to ) are being fleeced by local and government bodies to pay for the peopl who do not,or will not pay!!!!!!.
