Stuff 'em

The people who can't be bothered to recycle that is. I couldn't fill my black bin if I tried, not even if the council cut things back to 1 collection a month.

If you can't be bothered to keep your waste down, then pay more. Fine my me. My taxes are already funding your kids schools, I don't want to have to pay more more landfills just because you can't be bothered.
