I have a solution,if you register as self employed (in you're spare time only,outside of you're normal work ) and do not do any actual self employed work...therefore you py no extra tax,then open a business account at you're bank everytime you purchase fuel put it on you're business account card you can then claim back the whole 17.5% vat on the purchase.

All you will then have to do is fill in a VAT return every 3 months (it is a complte doddle) and a Tax retrun once a year (as there will be no elf employed earnings this to will be a doddle to fill in also with no accountant needed).
