Sex offenders tracking plan shelved

Does the Government not admit that sex offences on children are one of the most serious offences anyone can commit and if it does then why does it not insist that these serious offenders are not kept locked up in prison.
Tagging was clearly doomed to fail and it has failed.
The lie detector test is not the answer either, as time and time again it has been proved to have failed too.
The public and children in special deserve full protection from sex offenders and this can only be achieved by keeping them in jail for a very long time.
