What you day about people from the EU coming her is, technically, correct, but I can tell you for a fact that there are plenty of instances where they have managed to get recourse to public funds. Ask anyone who works in the JobCentre, and they will almost certainly have experience of cases where appeals have been made over the heads of the civil servants and money has been handed over.
However, it would be true to say that whatever these people do get pales into insignificance compared with what has been handed over to non-EU people over the years.
